The SOA-WHINSEC is to U.S. international human rights policy as the death penalty is to the criminal justice system. Outdated and inhumane, it is an international embarrassment. It is past time to close it. The best next step is to follow the suggestions of Amnesty to suspend all operations at WHINSEC and fully and independently investigate the past and present operations of the school. Where wrongdoing is found, criminal prosecutions are appropriate. Where appropriate, reparations to the victims of the school should be paid. Certainly an apology is long overdue. Only in this way can the cause of justice for all, in the U.S. and in this hemisphere, really advance.

These Arawaks of the Bahama Islands were much like Indians on the mainland, who were remarkable (European observers were to say again and again) for their hospitality, their belief in sharing. These traits did not stand out in the Europe of the Renaissance, dominated as it was by the religion of popes, the government of kings, the frenzy for money that marked Western civilization and its first messenger to the Americas, Christopher Columbus.

As soon as I arrived in the Indies, on the first Island which I found, I took some of the natives by force in order that they might learn and might give me information of whatever there is in these parts.
The information that Columbus wanted most was: Where is the gold? All of these facilities shared a similar modus operandi: blindfolded victims were brought to them after being snatched in their homes or on the street by plainclothed agents in DINA’s signature unmarked Ford Falcons. Prisoners were severely abused. One Chilean military officer told the U.S. defense attache that DINA used a system of interrogation “straight out of the Spanish Inquisition.” Each facility specialized in particular forms of torture. At Londres No. 38, for example, DINA agents often rounded up a prisoner’s family members and sexually abused them with the prisoner present in order to extract information. Villa Grimaldi was known for its “Chile rooms”–wooden isolation compartments so small that prisoners could not kneel nor lay down.
Other forms of torture were commonly used at all DINA facilities. The Report of the Chilean National Commission on Truth and Reconciliation catalogued the horrific methods favored by DINA practicioners to obtain “intelligence” from prisoners:
-The Grill: prisoners would be tied to a metal bedspring and electrical current applied to sensitive body parts, including sexual organs.
-La Parilla: a bar on which victims were suspended by the wrists or by wrists and knees for long periods of time. While suspended, victims received electric shocks, and beatings.
-The Submarine: forced immersion in a vat of urine and excrement, or frigid water.
-The Dry Submarine: use of a cloth bag roped around the head to bring victims to the point of suffocation. This practice was often accompanied with burning victims with cigarettes to accelerate loss of air.
-Beatings: administered with gun butts, fists, and chains. In one technique, called “the telephone,” according to a survivor, the torturer “slammed his open hands hard and rhythmically against the ears of the victim” leaving the prisoner deaf.28
In some camps routine sadism were taken to extremes. At Villa Grimaldi, recalcitrant prisoners were dragged to a parking lot; DINA agents then used a car or truck to run over and crush their legs. Prisoners there recalled one young man who was beaten with chains and left to die slowly from internal injuries. Rape was also a reocurring form of abuse. DINA officers subjected female prisoners to grotesque forms of sexual torture that included insertion of rodents and, as tactfully described in the Commission report, “unnatural acts involving dogs.”
Few prisoners who were severely tortured lived to provide evidence of these atrocities. DINA agents murdered hundreds of victims. Many of them remain disaparecidos–disappeared. Approximatly 1,000 Chileans–and one U.S. citizen–vanished during the seventeen-year Pinochet dictatorship–the majority of them at the hands of DINA. p 170-1

At home, the declassified U.S. documents on Chile prompted the news media to revisit U.S. policy and reexamine Kissinger’s role. Major programs, form CNN to the PBS News Hour, to CBS’s 60 Minutes did segments on the unresolved historical questions of U.S. misconduct in Chile. In press appearances to promote the last volume of this memoirs, Years of Renewal, Kissinger was forced on the defensive. “What business did the U.S. have trying to overthrow the president of another country, Mr. Secretary?” he was asked on CNN’s news program Crossfire.48 “Why did you not say to him ‘you’re violating human rights, you’re killing people. Stop it?’ ” Kissinger was pressed on the NewsHour. He remained unrepentant. “Human rights were not an international issue at the time, the way they have become since,” he explained to NewsHour interviewer Elizabeth Farnsworth. Any inference that Washington had to atone for wrongdoing, he added, “assumes the policy was immoral or worse, and that I don’t accept.”49 p. 495

“For those of you who have difficulty believing that an American city could be so insensitive, allow me to remind you of some history.
On December 14, 1981 a resolution was proposed in the United Nations General Assembly which declared that “education, work, health care, proper nourishment, national development are human rights”. Notice the “proper nourishment”. The resolution was approved by a vote of 135-1. The United States cast the only “No” vote.
A year later, December 18, 1982, an identical resolution was proposed in the General Assembly. It was approved by a vote of 131-1. The United States cast the only “No” vote.
The following year, December 16, 1983, the resolution was again put forth, a common practice at the United Nations. This time it was approved by a vote of 132-1. There’s no need to tell you who cast the sole “No” vote.
These votes took place under the Reagan administration.
Under the Clinton administration, in 1996, a United Nations-sponsored World Food Summit affirmed the “right of everyone to have access to safe and nutritious food”. The United States took issue with this, insisting that it does not recognize a “right to food”. Washington instead championed free trade as the key to ending the poverty at the root of hunger, and expressed fears that recognition of a “right to food” could lead to lawsuits from poor nations seeking aid and special trade provisions.
The situation of course did not improve under the administration of George W. Bush. In 2002, in Rome, world leaders at another UN-sponsored World Food Summit again approved a declaration that everyone had the right to “safe and nutritious food”. The United States continued to oppose the clause, again fearing it would leave them open to future legal claims by famine-stricken countries.

By the summer of 1918 some 13,000 American troops could be found in the newly-born state, the future Union of Soviet Socialist Republics. Two years and thousands of casualties later, the American troops left, having failed in their mission to “strangle at its birth” the Bolshevik state, as Winston Churchill so charmingly put it.

U.S. Army Teams Heading to 35 African Countries
U.S. Army teams will be deploying to as many as 35 African countries early next year for training programs and other operations as part of an increased Pentagon role in Africa. The move would see small teams of U.S. troops dispatched to countries with groups allegedly linked to al-Qaeda, such as Libya, Sudan, Algeria and Niger. The teams are from a U.S. brigade that has the capability to use drones for military operations in Africa if granted permission. The deployment could also potentially lay the groundwork for future U.S. military intervention in Africa. In related news, the United Nations Security Council has unanimously backed sending thousands of African troops into Mali to help combat Islamist militants who have claimed vast areas in the country’s north.

How big is the US Army?
U.S. leaders preside over a global military apparatus of a magnitude never before seen in human history. In 2001 this military behemoth included (Kelly, 2001; Korb, 2001; Langewiesche, 2001; Zuckerman, 2001):
An active duty military force of 1.4 million, including 260,000 troops deployed overseas in military bases in thirty-five foreign countries. There are 1.3 million members of the National Guard and reserves, and 672,000 civilians who are directly on the military payroll.
A worldwide satellite network providing constant intelligence and surveillance.
A vast array of equipment including 250,000 ground vehicles, 15,000 aircraft, about 150 satellites, and more than 1,000 oceangoing vessels.
A navy with a fleet larger in total tonnage and firepower than ll other navies of the world combined, consisting of missile cruisers, nuclear submarines, nuclear aircraft carriers, destroyers, and spy ships that sail every ocean and make port on every continent.
An air force that controls the skies. U.S. bomber squadrons and long-range missiles can reach any target, carrying enough explosive force to destroy entire countries.
A nuclear arsenal of 5,4000 warheads loaded on intercontinental ballistic missiles at land and sea, 1,750 nuclear bombs and cruise missiles that can be launched from the B-2 and B-52 bombers; and 1,670 “tactical” nuclear weapons (Barry and Thomas, 2001). In contrast to the U.S. nuclear arsenal, Russia has 6,400 deployed warheads, China 300, Israel 200, India 50, and Pakistan 25 (Time, 2001a).
U.S. rapid development forces have a firepower in conventional weaponry vastly superior to any other nation’s.

What is the Cost of Maintaining U.S. Superiority in Military Might?
The United States, the most powerful nation on Earth, outspends all other nations on defense. In fact, the United States spends more than the combined total of the next seven military powers (Zuckerman, 2001). The United States alone accounts for 36 percent of the world’s military expenditures…The United States and its allies account for 65 percent of the world’s total military expenditures. The total combined defense expenditures in 1999 of potential enemies (Iran, Iraq, Libya, North Korea, Cuba, and Syria) was $13.8 billion, or about 4 percent of the U.S. defense budget (Korb, 2001).
In 1985, at the height of the Reagan [military] build-up, the United Staes and the Soviet Union spend equal amounts on defense; now Russia spends only one-sixth of what the United States spends. If one adds in the spending of U.S. allies, the picture becomes even more favorable to the United States. Our NATO allies spend three times more on defense than Russia. Israel spends as much as Iraq and iran combined. South Korea spends nine times more on defense than North Korea. And Japan spends more on defense than China (Korb, 2001:10).

It has bolstered authoritarian regimes (such as Saudi Arabia) that have provided mammoth oil profits and has helped overthrow regimes (such as Iran in the early 1950s) that challenged those profits. When terrorists acts were committed by the U.S. friends such as the Israeli-supervised massacres in Sabra and Shatilla refugee camps in Lebanon, no U.S. sanctions were imposed. But about the U.S. imposed sanctions on Iraq, leading to the deaths of hundreds of thousands of innocent children, Secretary of State Madeleine Albright could only say that she thought it was worth it. When the U.S. went to war against Iraq, it targeted civilian infrastructure. When Iran and Iraq fought a bloody war, the United States surreptitiously aided both sides. (Albert and Shalom, 2001:5)

Soviet missile and space programs were among the most frequent topics briefed to the president of the United States by U.S. intelligence during the administrations of John F. Kennedy, Lyndon B. Johnson, Richard M. Nixon, and Gerald R. Ford, according to a review of recently declassified excerpts of the President’s Daily Brief posted today by the National Security Archive.
Of all the issues that crossed the president’s desk during this tense period of the Cold War, the USSR’s strategic capabilities and space program represented constant areas of concern because of the threat they posed both to U.S. national security and to American prestige in the propaganda war with its superpower rival.
Today’s Electronic Briefing Book presents a selection of entries on both programs compiled and introduced by James E. David, curator for national security space programs at the Smithsonian National Air and Space Museum.

Putting Reactions in Context
Given basement-level public approval ratings abroad for
both President Bush and the US writ large, the media and
public reaction outside of the US to the new NSP should not
be surprising. A survey by a group of newspapers in Britain,
Canada, and Israel in October 2006 found that 69 percent of
respondents from Britain thought the US had made the world
a more dangerous place since 2001, and voted President Bush
as more dangerous to international security than North Korean
strongman Kim Jong-il. Even in Israel the survey found
dramatically sliding support for the Bush administration, with 36
percent saying that President Bush’s actions had made the world
more dangerous versus only 25 percent who said the opposite.11
America-bashing has become almost de rigeur in Russia; and, as
the nightly news confirms, US standing in the Middle East and
Arab world is even lower. The Iraq war and the events leading
up to it have been the catalyst for the precipitous decline in US
popularity abroad and for the widespread view of the US as a
militaristic, unilateralist superpower. Consequently, the new
space policy—even if substantially comparable to the Clinton era
policy—is being viewed through an already darkened prism.

NOAM CHOMSKY: Well, actually, the statement I made was pretty muted. It wasn’t quite as strong as the headlines indicated. What I pointed out—and what everyone, I think, is aware of—is that sooner or later this con game is not going to work. People will understand he’s not bringing back jobs. He’s not going to recreate the partly illusory, partly real picture of what life was like in the past, with manufacturing jobs and a functioning society, and you could get ahead, and so on and so forth. He’s not going to create that.
What happens at that point? Something has to be done to maintain control. The obvious technique is scapegoating. So blame it on immigrants, on Muslims, on somebody. But that can only go so far. The next step would be, as I said, an alleged terrorist attack, which is quite easy. It’s, in fact, almost normal to—like Condoleezza Rice’s mushroom clouds. That’s easy to construct, alleged attacks. The other possibility is a staged attack of a minor kind. And how hard would that be? Take the FBI technique, which they’re using constantly, of creating situations of entrapment. Well, suppose one of them goes a little too far, that you don’t stop it right in time. That wouldn’t be hard to work out. I don’t particularly anticipate it, but it’s a possibility. And this is a very frightened country. For years, this has been probably the most frightened country in the world. It’s also the safest country in the world. It’s very easy to terrify people.

The praxis of resisting global disorder is only in part a matter of restructuring the global geopolitical scenario; in large measure, it involves the effort to change human perceptions, orientations and dispositions, that is, to uplift the ethical fiber of people. This later effort is at the heart of the work of political activist and public intellectual Cynthia McKinney as captured in her chapter “Ubuntu: Beyond Domestic and Global Disorder.” The chapter starts by remembering a speech President Kennedy delivered in 1963 at the American University where he urged America to be a peaceful nation living justly with other countries in a global commonwealth: “Not a Pax Americana enforced on the world by American weapons of war; nor the peace of the grave or the security of the slave,” but “a genuine peace.” Having spent some years in the US Congress, McKinney learned through hard experience that Kennedy’s vision was for all practical purposes extinguished with his assassination. Her paper recounts her difficult struggles as a Congress-woman when she fought against domestic racial divisions while also resisting the powerful bent of many national leaders to wage incessant war abroad. As she writes: “Drastic corrective action is urgently needed.” The ideals which should guide such action, she notes, are egalitarianism, anti-racism, and “post-capitalism” (at least in the sense of an opposition to “vulture capitalism” and support for a “sharing economy”). She also finds inspiration in the ideas and practices of many “second and third world” countries, especially the practice of ujamaa or ubuntu, meaning brotherhood and social solidarity among all people.

Many of the films portrayed how the psychological effects of war remained with the soldiers well beyond their stay in Vietnam. The veterans struggle to forget the painful memories and traumatic experiences. The main characters of both Apocalypse Now and Born on the 4th of July have vivid flashbacks. And then I learned that Milton Friedman had written his first modern case for vouchers in 1955, as news came up that the most arch segregationists were saying they were going to completely shut down public education rather than desegregate. So, I thought, “What are these people, who talk about a free society and who talk about liberty, doing, essentially abetting the most arch segregationists who are trying to destroy public education in order to preserve segregation?” So, at first I was following Friedman. But Buchanan kept appearing, with different reports, pushing, pushing, pushing for the most arch privatization. And then—so I followed those reports. He came on my radar.
Then I learned that his impact on Chile was more lasting than Milton Friedman’s, because he advised the Chilean constitution that made it so that when there was a transition back to elected government, only super-supermajorities of people would be able to effect change. In their classic book, Manufacturing Consent, Noam Chomsky and Edward Herman analyzed four U.S. media outlets and often set the tone for the press—the most influential newspaper (the New York Times), the two main news magazines (Time and Newsweek) and the most authoritative television news broadcaster (CBS). Their study found 140 articles/broadcasts on Popieluszko and 11 articles/broadcasts on 23 victims in Guatemala during a period that overlapped with Popieluszko’s murder; the Times ran 10 front-page-articles on Popieluszko, none on the others.
The articles on Popieluszko routinely featured graphic descriptions of the details of his murder and consistently tied his murder to Polish communist authorities despite the fact that the murderers were swiftly arrested and found guilty in an open trial. By contrast, only 4 of the 23 Guatemalan victims had their names mentioned in any news account, little detail was offered for any of these murders, no remark was made concerning the fact that no arrests were made in any of these cases, nor was U.S. material support of the Guatemalan government that was behind the murders once mentioned.

The files also show there were nearly 300 other prisoners who were alive and under the same horrible conditions that he was under and being clandestinely detained. Murder conviction vacated[edit]
Geronimo Ji Jaga’s [godfather of the late rapper Tupac Shakur] conviction was vacated on June 10, 1997, on the grounds that the prosecution had concealed evidence that might have influenced the jury’s verdict. The prosecution had not disclosed the extent to which a key witness against Pratt, Julius Butler, provided information to the FBI and the Los Angeles Police Department. An appeals court ruled this fact to be “‘favorable’ to the defendant, ‘suppressed’ by a law enforcement agency, and ‘material’ to the jury’s decision to convict” in 1999 and upheld the decision, freeing him.[10]
Geronimo Ji Jaga eventually received $4.5 million as settlement for false imprisonment. A federal judge approved the settlement of the civil suit: the city of L.A. paid $2.75 million of the settlement with the U.S. Department of Justice paying the $1.75 million remainder.[11]

Elmer Pratt was born in Morgan City, Louisiana, where his father was in the scrap metal business. Pratt was a high school quarterback who later served two combat tours as a soldier in the Vietnam War, reaching the rank of sergeant and earning two Bronze Stars, a Silver Star, and two Purple Hearts. Fred was not a thug.” Former Chicago corporation counsel JamesMontgomery called him “one of the most persuasive speakers I’ve everheard.” Dr. Quentin Young, a member of Chicago Mayor Harold Washington’sinner circle, went even further. “He (Hampton) was a giant, and this isnot some idle white worship of a black man,” he was quoted in Chicago assaying. “This is a terrible way to put it, but the people who made ittheir business to kill the leaders of the black movement picked the rightones.”
Since Hampton’s death, the Black Panthers have faded from the limelight, thanksin large part to the concentrated efforts of the FBI and various other policeagencies. Hampton’s memory lives on, however, in part due to a scholarship fundset up in his name by Jackson and Abernathy.

Burns says he is grateful to “the entire Bank of America family” which “has long supported our country’s veterans”. Bank of America was a corporate prop to an invasion that killed perhaps as many as four million Vietnamese and ravaged and poisoned a once bountiful land. More than 58,000 American soldiers were killed, and around the same number are estimated to have taken their own lives.
To the north, in Quang Tri province, more bombs were dropped than in all of Germany during the Second World War. Since 1975, unexploded ordnance has caused more than 40,000 deaths in mostly “South Vietnam”, the country America claimed to “save” and, with France, conceived as a singularly imperial ruse.
Quoting Robert Taber’s The War of the Flea, Lansdale said, “There is only one means of defeating an insurgent people who will not surrender, and that is extermination. There is only one way to control a territory that harbours resistance, and that is to turn it into a desert.”
Nothing has changed. When Donald Trump addressed the United Nations on 19 September – a body established to spare humanity the “scourge of war” – he declared he was “ready, willing and able” to “totally destroy” North Korea and its 25 million people. His audience gasped, but Trump’s language was not unusual.
His rival for the presidency, Hillary Clinton, had boasted she was prepared to “totally obliterate” Iran, a nation of more than 80 million people. This is the American Way; only the euphemisms are missing now.
Daniel Ellsberg rightly called it a coup. The three generals running Trump are its witness.

WASHINGTON, April 11 (UPI) — U.S. forces should not be blamed for the lawlessness and looting in Baghdad as it is a natural consequence of the transition from a dictatorship to a free country, Defense Secretary Donald Rumsfeld said Friday at the Pentagon.
“The task we’ve got ahead of us now is an awkward one … It’s untidy. And freedom’s untidy. And free people are free to make mistakes and commit crimes and do bad things. They’re also free to live their lives and do wonderful things. And that’s what’s going to happen here,” Rumsfeld said.
